一、推動科學發展,不斷提高持續盈利能力

2012年,中鐵一局積極應(ying)對(dui)基(ji)建(jian)市場(chang)復雜形勢,系(xi)統部署(shu)區域(yu)經(jing)營,繼續鞏固傳統優勢,大力開(kai)拓多元(yuan)市場(chang),全(quan)面(mian)推進國際化戰略(lve),市場(chang)營銷領(ling)域(yu)和規模同步擴大。

(一(yi))部署區(qu)域(yu)經(jing)營(ying)(ying)(ying)(ying),提升營(ying)(ying)(ying)(ying)銷(xiao)(xiao)管(guan)理水平。基于(yu)企業戰略和市(shi)場(chang)營(ying)(ying)(ying)(ying)銷(xiao)(xiao)工作需要,適時(shi)將四個經(jing)營(ying)(ying)(ying)(ying)部與區(qu)域(yu)分(fen)公司(si)機構(gou)分(fen)設,促(cu)使營(ying)(ying)(ying)(ying)銷(xiao)(xiao)機構(gou)專(zhuan)注市(shi)場(chang)專(zhuan)心(xin)營(ying)(ying)(ying)(ying)銷(xiao)(xiao),立足區(qu)域(yu)深(shen)度開(kai)發,促(cu)進了(le)(le)各領域(yu)營(ying)(ying)(ying)(ying)銷(xiao)(xiao)責任(ren)的落實,營(ying)(ying)(ying)(ying)銷(xiao)(xiao)體制(zhi)進一(yi)步(bu)完(wan)善(shan)。在系統(tong)調研的基礎上,制(zhi)定了(le)(le)“國(guo)內主營(ying)(ying)(ying)(ying)市(shi)場(chang)區(qu)域(yu)營(ying)(ying)(ying)(ying)銷(xiao)(xiao)管(guan)理辦(ban)法(fa)”,明確了(le)(le)各子(分(fen))公司(si)的主營(ying)(ying)(ying)(ying)區(qu)域(yu)及專(zhuan)業范(fan)圍,為做精區(qu)域(yu)、做強專(zhuan)業、有序開(kai)發、提升品(pin)牌(pai)奠定了(le)(le)基礎;制(zhi)定和完(wan)善(shan)了(le)(le)標前(qian)評審、項(xiang)目目標利潤(run)測算等系列管(guan)理辦(ban)法(fa),營(ying)(ying)(ying)(ying)銷(xiao)(xiao)管(guan)理機制(zhi)逐步(bu)完(wan)善(shan),營(ying)(ying)(ying)(ying)銷(xiao)(xiao)管(guan)理水平持續提升。

繼(ji)續鞏固(gu)傳統市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)優勢。國鐵市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)搶抓(zhua)新(xin)(xin)機遇,適應新(xin)(xin)規則,加(jia)強營銷策劃,先后中(zhong)(zhong)(zhong)標(biao)(biao)(biao)(biao)寧西、鄭徐等(deng)項目(mu)(mu)(mu),共(gong)61.52億元(yuan)(yuan)(yuan),市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)份額逐漸恢復;地(di)方(fang)鐵路(lu)與專用線市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)加(jia)強項目(mu)(mu)(mu)追蹤,注重(zhong)客戶維護(hu),共(gong)中(zhong)(zhong)(zhong)標(biao)(biao)(biao)(biao)43.92億元(yuan)(yuan)(yuan),尤其(qi)是14.16億元(yuan)(yuan)(yuan)的準朔(shuo)鐵路(lu)鋪架工(gong)程為(wei)歷史(shi)最大鐵路(lu)專用線項目(mu)(mu)(mu)。城軌市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)堅持(chi)(chi)“上下重(zhong)視、舍得(de)投(tou)入(ru)、干好(hao)在建、顧客至上”的經營理念(nian),鞏固(gu)發展(zhan)(zhan)北京、西安(an)、無錫等(deng)既有市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang),新(xin)(xin)進(jin)(jin)入(ru)長春、合肥、石(shi)家(jia)莊、廈門(men)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang),全面參與股份公司(si)BT項目(mu)(mu)(mu),共(gong)中(zhong)(zhong)(zhong)標(biao)(biao)(biao)(biao)157.48億元(yuan)(yuan)(yuan),市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)占有率(lv)位列國內第一。公路(lu)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)深(shen)入(ru)研究各地(di)招投(tou)標(biao)(biao)(biao)(biao)規則,合理化(hua)解資金、技術風險,西北、西南等(deng)區域優勢明顯。市(shi)(shi)(shi)(shi)(shi)政市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)堅持(chi)(chi)抓(zhua)大兼小(xiao),積(ji)極轉變觀念(nian),通過績(ji)效引導提高營銷積(ji)極性(xing),新(xin)(xin)進(jin)(jin)入(ru)海南、西藏市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang),取得(de)突破性(xing)進(jin)(jin)展(zhan)(zhan),共(gong)中(zhong)(zhong)(zhong)標(biao)(biao)(biao)(biao)96.85億元(yuan)(yuan)(yuan),位居股份公司(si)前列,成為(wei)營銷規模提升的重(zhong)要支撐。房建市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)以現場(chang)(chang)(chang)(chang)促市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang),陜西、遼寧、廣東地(di)區持(chi)(chi)續擴大戰果,共(gong)中(zhong)(zhong)(zhong)標(biao)(biao)(biao)(biao)38.85億元(yuan)(yuan)(yuan),創歷史(shi)新(xin)(xin)高。

(二)開(kai)拓多(duo)元市(shi)場,實(shi)現發(fa)展(zhan)多(duo)點支撐。橫向拓展(zhan)新領(ling)(ling)域方(fang)面(mian),重(zhong)點追蹤資源類大企業項目,依托在(zai)建項目良好信譽,不斷取得市(shi)場突破,中(zhong)標(biao)管道(dao)工程、航道(dao)整治(zhi)、煤礦剝(bo)離、河(he)流治(zhi)理等(deng)領(ling)(ling)域11個項目10.38億元,新領(ling)(ling)域開(kai)拓成效初(chu)顯。縱向延伸產業鏈方(fang)面(mian),平潭(tan)、河(he)源市(shi)場滾動(dong)發(fa)展(zhan),相繼中(zhong)標(biao)平潭(tan)安置(zhi)房(fang)、環島(dao)公路(lu)、金(jin)井灣立交及河(he)源市(shi)迎客大橋等(deng)4個項目,投資額23億元,投融(rong)資業務(wu)實(shi)現新發(fa)展(zhan);甘泉鐵(tie)路(lu)全線試運(yun)營,臨管運(yun)輸線路(lu)已達6條,運(yun)輸業務(wu)品牌(pai)影(ying)響力持續(xu)提升。水務(wu)方(fang)面(mian),蘭州污(wu)水廠實(shi)現商業運(yun)營;馬鞍山污(wu)水廠超額完成各項經濟指標(biao);銀川(chuan)水廠運(yun)營更加(jia)順暢,“中(zhong)國中(zhong)鐵(tie)水務(wu)”品牌(pai)在(zai)業界嶄露頭角。

(三)推進國際(ji)戰略,加(jia)快(kuai)海(hai)外(wai)(wai)發(fa)展(zhan)步伐。為加(jia)大(da)目(mu)(mu)標市(shi)場(chang)開拓力度,適(shi)時(shi)成立(li)了(le)(le)巴基斯坦等6個(ge)營(ying)銷機構,制(zhi)(zhi)(zhi)定了(le)(le)海(hai)外(wai)(wai)營(ying)銷績效考核等系列制(zhi)(zhi)(zhi)度,海(hai)外(wai)(wai)事業(ye)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)日趨完善。價(jia)值5.06億美(mei)元(yuan)的(de)(de)圭亞那水電站(zhan)EPC項(xiang)(xiang)(xiang)目(mu)(mu),正式簽署(shu)商務合同(tong),為集團公司獨立(li)中(zhong)標的(de)(de)最大(da)海(hai)外(wai)(wai)項(xiang)(xiang)(xiang)目(mu)(mu);斐濟市(shi)場(chang)以現場(chang)促(cu)市(shi)場(chang),共(gong)中(zhong)標3個(ge)項(xiang)(xiang)(xiang)目(mu)(mu),價(jia)值8.58億元(yuan);蒙古(gu)市(shi)場(chang)持(chi)續追蹤(zong),中(zhong)標NP2公路項(xiang)(xiang)(xiang)目(mu)(mu)1.30億元(yuan)。全年共(gong)實現新(xin)簽海(hai)外(wai)(wai)合同(tong)額42.26億元(yuan),海(hai)外(wai)(wai)市(shi)場(chang)取得重大(da)突破。

(四)實(shi)施(shi)精細(xi)管(guan)理(li),發展質量穩步提升。

2012年(nian)(nian),中鐵(tie)一局結合股(gu)份公(gong)司管(guan)(guan)(guan)理(li)提升活(huo)動(dong)(dong),以(yi)“深(shen)(shen)入(ru)推(tui)進(jin)(jin)精細(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)”為(wei)載(zai)體,堅(jian)持以(yi)“二(er)十化(hua)(hua)”管(guan)(guan)(guan)理(li)理(li)念為(wei)核心,發布了(le)(le)“深(shen)(shen)入(ru)推(tui)進(jin)(jin)精細(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)的(de)(de)決定”,明(ming)確了(le)(le)推(tui)進(jin)(jin)重(zhong)點(dian)、實(shi)施(shi)步驟、具體要求及考(kao)核評估(gu)等(deng)內(nei)容,有效(xiao)指導此(ci)項(xiang)(xiang)工作全面開展(zhan),明(ming)確了(le)(le)16類(lei)84項(xiang)(xiang)推(tui)進(jin)(jin)重(zhong)點(dian),編(bian)制了(le)(le)16項(xiang)(xiang)管(guan)(guan)(guan)理(li)案例,為(wei)推(tui)進(jin)(jin)精細(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)奠定良好基(ji)礎(chu)。結合推(tui)進(jin)(jin)實(shi)際,對三(san)公(gong)司及新疆三(san)莎項(xiang)(xiang)目(mu)進(jin)(jin)行調研,系統總結機關部門服務(wu)現場、項(xiang)(xiang)目(mu)物資管(guan)(guan)(guan)理(li)等(deng)先(xian)進(jin)(jin)經(jing)(jing)驗,并在集(ji)團公(gong)司范圍進(jin)(jin)行推(tui)廣,通過典型(xing)引路提升了(le)(le)精細(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)整體水平。開發了(le)(le)遠程(cheng)實(shi)時(shi)審計系統,加(jia)強(qiang)(qiang)過程(cheng)監控,預(yu)防了(le)(le)項(xiang)(xiang)目(mu)經(jing)(jing)營(ying)風(feng)險。以(yi)工程(cheng)項(xiang)(xiang)目(mu)預(yu)算管(guan)(guan)(guan)理(li)為(wei)重(zhong)點(dian),修(xiu)訂(ding)了(le)(le)財務(wu)預(yu)算管(guan)(guan)(guan)理(li)等(deng)辦法,增加(jia)了(le)(le)對子(分)公(gong)司預(yu)算批復的(de)(de)約束性指標,強(qiang)(qiang)化(hua)(hua)了(le)(le)預(yu)算管(guan)(guan)(guan)理(li)對生產經(jing)(jing)營(ying)的(de)(de)計劃(hua)、協調和(he)控制作用。分層次及時(shi)組織了(le)(le)經(jing)(jing)濟(ji)活(huo)動(dong)(dong)分析會,深(shen)(shen)化(hua)(hua)分析內(nei)容,查(cha)找存在問題,提出應對措施(shi)和(he)管(guan)(guan)(guan)理(li)建議(yi),補強(qiang)(qiang)企業(ye)管(guan)(guan)(guan)理(li)短(duan)板和(he)系統漏洞。完(wan)善預(yu)警(jing)項(xiang)(xiang)目(mu)及虧(kui)損項(xiang)(xiang)目(mu)整治體系,動(dong)(dong)態監控進(jin)(jin)展(zhan)情況,及時(shi)化(hua)(hua)解經(jing)(jing)營(ying)風(feng)險,全年(nian)(nian)解除(chu)預(yu)警(jing)項(xiang)(xiang)目(mu)4個(ge),扭虧(kui)為(wei)盈(ying)項(xiang)(xiang)目(mu)6個(ge),扭虧(kui)金(jin)額8797萬元。

中(zhong)鐵(tie)一局深入(ru)(ru)推(tui)(tui)進(jin)“六大集(ji)(ji)中(zhong)”。持續(xu)加強(qiang)資(zi)(zi)(zi)金(jin)(jin)集(ji)(ji)中(zhong)管(guan)(guan)理(li),建立多渠道資(zi)(zi)(zi)金(jin)(jin)歸集(ji)(ji)模式,資(zi)(zi)(zi)金(jin)(jin)集(ji)(ji)中(zhong)率達到66.48%,圓滿(man)完成(cheng)年(nian)度計劃,節約(yue)了(le)資(zi)(zi)(zi)金(jin)(jin)成(cheng)本。深入(ru)(ru)推(tui)(tui)進(jin)物(wu)資(zi)(zi)(zi)集(ji)(ji)中(zhong)管(guan)(guan)理(li),集(ji)(ji)采(cai)(cai)總價129.82億(yi)元(yuan),為年(nian)度計劃120億(yi)元(yuan)的108.18%,降低了(le)物(wu)資(zi)(zi)(zi)采(cai)(cai)購成(cheng)本。超前策劃、動態管(guan)(guan)理(li)、統一調配大型(xing)專用(yong)設(she)備(bei),滿(man)足了(le)施工(gong)需求。全面推(tui)(tui)廣勞務企業(ye)信(xin)息系(xi)統,實現了(le)協作隊(dui)伍選擇、使(shi)用(yong)、考(kao)核(he)全過(guo)程信(xin)息化,提高了(le)管(guan)(guan)理(li)水(shui)平。強(qiang)化商業(ye)保險(xian)集(ji)(ji)中(zhong)管(guan)(guan)理(li),節約(yue)保費(fei)約(yue)5000萬元(yuan)。

二、嚴控安全質量,提高產品質量和服務水平

2012年,面對在建項目資(zi)金逐步緩解,鐵路工(gong)(gong)(gong)程(cheng)相繼復工(gong)(gong)(gong)的有利形(xing)勢,中鐵一(yi)局均衡組織施工(gong)(gong)(gong)生產,大力推廣工(gong)(gong)(gong)藝(yi)工(gong)(gong)(gong)法,持續(xu)規范質量安全行為,在建工(gong)(gong)(gong)程(cheng)高效推進(jin),質量安全總體受控(kong)。

(一(yi))實(shi)施(shi)動(dong)態(tai)(tai)管理(li)(li),重(zhong)(zhong)點(dian)工(gong)程有序推進(jin)。中鐵一(yi)局科(ke)學編制(zhi)施(shi)工(gong)計(ji)劃并動(dong)態(tai)(tai)管理(li)(li),及時召(zhao)開(kai)施(shi)工(gong)生產專題(ti)推進(jin)會,督導欠產單位破解施(shi)工(gong)生產難(nan)題(ti),促(cu)進(jin)年度計(ji)劃圓(yuan)滿(man)完成。全(quan)(quan)面(mian)推行(xing)工(gong)程進(jin)度分級預警管理(li)(li),并在此基礎上研(yan)發了(le)施(shi)工(gong)進(jin)度管理(li)(li)系統,通過信(xin)息(xi)化(hua)手段對(dui)進(jin)度滯后(hou)項目(mu)即時預警,確(que)保在建工(gong)程進(jin)度受(shou)控(kong)。根(gen)據項目(mu)區(qu)域分布特點(dian),制(zhi)定了(le)東南沿海(hai)臺風(feng)暴雨地區(qu)、東北寒(han)冷地區(qu)、西(xi)北高原高寒(han)干燥風(feng)沙地區(qu)和西(xi)南喀(ka)斯特地貌(mao)地區(qu)施(shi)工(gong)管理(li)(li)要點(dian),有效指導了(le)同類型(xing)項目(mu)科(ke)學施(shi)工(gong)。針對(dui)隧道質量(liang)安(an)(an)全(quan)(quan)事故易發的(de)突出問題(ti),制(zhi)定了(le)“隧道工(gong)程施(shi)工(gong)風(feng)險評估與(yu)管理(li)(li)辦法”,建立了(le)超前地質預報基本信(xin)息(xi)臺賬,動(dong)態(tai)(tai)監控(kong)進(jin)展狀態(tai)(tai),為重(zhong)(zhong)難(nan)點(dian)隧道平穩(wen)推進(jin)提供了(le)機制(zhi)保障(zhang);堅(jian)持技術(shu)方案分級審批和專家論證制(zhi)度,嚴控(kong)審核(he)流程和關(guan)鍵環(huan)節,確(que)保了(le)施(shi)工(gong)方案技術(shu)可行(xing)、安(an)(an)全(quan)(quan)可靠、經濟合理(li)(li),重(zhong)(zhong)難(nan)點(dian)工(gong)程有序實(shi)施(shi)。

案例:大(da)連地(di)鐵106標(biao)項(xiang)目(mu),創(chuang)造性執行制度(du)標(biao)準,針對(dui)性加強(qiang)成(cheng)本管(guan)控,實(shi)現由低價中標(biao)向最終盈利(li)的轉變,成(cheng)為(wei)地(di)鐵項(xiang)目(mu)成(cheng)本管(guan)理的典范。新疆三莎(sha)高速公路項(xiang)目(mu),以物資(zi)管(guan)理為(wei)突破口(kou)全面實(shi)施(shi)精細(xi)(xi)化管(guan)理,各項(xiang)指(zhi)標(biao)優(you)于預期,為(wei)公路大(da)標(biao)段項(xiang)目(mu)精細(xi)(xi)高效(xiao)管(guan)理提供了重要借鑒(jian)。烏魯木齊克拉瑪(ma)依路高架橋項(xiang)目(mu),積極克服工(gong)期緊、任務重、施(shi)工(gong)干(gan)擾大(da)、管(guan)線拆(chai)遷難等不利(li)因(yin)素,實(shi)現主體工(gong)程(cheng)提前(qian)通車(che),充分展示了市政工(gong)程(cheng)施(shi)工(gong)能力(li)和企業品(pin)牌。委鐵項(xiang)目(mu)超前(qian)策(ce)劃部署,及時(shi)組織復工(gong),掀起大(da)干(gan)高潮,為(wei)實(shi)現整體建設目(mu)標(biao)奠(dian)定堅實(shi)基礎。

2012年,中鐵(tie)一局天(tian)津團泊新橋工(gong)(gong)(gong)程榮(rong)(rong)獲(huo)魯班獎(jiang)(jiang);鄭西客專(zhuan)渭(wei)河特(te)大(da)(da)(da)橋等3項(xiang)工(gong)(gong)(gong)程榮(rong)(rong)獲(huo)國家優(you)質(zhi)工(gong)(gong)(gong)程銀獎(jiang)(jiang);京滬高鐵(tie)黃河大(da)(da)(da)橋等21項(xiang)工(gong)(gong)(gong)程榮(rong)(rong)獲(huo)省部級(ji)優(you)質(zhi)工(gong)(gong)(gong)程獎(jiang)(jiang);大(da)(da)(da)連地鐵(tie)106標等5個項(xiang)目榮(rong)(rong)獲(huo)國家AAA級(ji)誠(cheng)信(xin)安全(quan)文明工(gong)(gong)(gong)地稱(cheng)號;西平鐵(tie)路(lu)3標等15個項(xiang)目榮(rong)(rong)獲(huo)省部級(ji)安全(quan)文明工(gong)(gong)(gong)地稱(cheng)號。

(三)強(qiang)化科研管(guan)(guan)理,技(ji)術(shu)(shu)(shu)研發成果頻出(chu)。2012年,中鐵一(yi)局不(bu)斷加強(qiang)科研管(guan)(guan)理,科學編(bian)制年度技(ji)術(shu)(shu)(shu)研發計(ji)(ji)劃,嚴(yan)格篩選、論(lun)證(zheng)、立(li)項A類(lei)科研項目(mu)(mu)86個,逐(zhu)一(yi)簽訂(ding)研發合同,明確目(mu)(mu)標任務、責任主體、經費支(zhi)持(chi)等事項,實現了(le)(le)“科研管(guan)(guan)理項目(mu)(mu)化”。建(jian)(jian)立(li)了(le)(le)A類(lei)科研項目(mu)(mu)費用(yong)列銷核查機(ji)制,規(gui)范(fan)了(le)(le)研發費用(yong)使用(yong)行(xing)為,保證(zheng)了(le)(le)重(zhong)點科研項目(mu)(mu)經費投入、合理使用(yong)。組(zu)建(jian)(jian)技(ji)術(shu)(shu)(shu)專(zhuan)家(jia)組(zu),積極與設(she)計(ji)(ji)院(yuan)、高等院(yuan)校合作,完成了(le)(le)深(shen)圳(zhen)地(di)鐵11號線前海樞紐工(gong)程設(she)計(ji)(ji),突(tu)破了(le)(le)深(shen)大基(ji)坑、大直(zhi)徑(jing)盾構長距(ju)離掘進等關鍵性技(ji)術(shu)(shu)(shu)難(nan)題,為開拓地(di)鐵市場(chang)提供了(le)(le)技(ji)術(shu)(shu)(shu)支(zhi)撐。組(zu)織開展“優化混(hun)凝土配(pei)合比,每方節約十元(yuan)錢”活動,通過粉(fen)煤灰(hui)比對試驗、能力(li)驗證(zheng)等措施,有效(xiao)降低了(le)(le)施工(gong)成本。

2012年,“異形(xing)雙套拱塔斜拉橋(qiao)關鍵施(shi)工技(ji)術”等24項(xiang)成果獲(huo)(huo)得省部級以上科(ke)技(ji)獎;成功申(shen)報國家“隧(sui)道安全快速施(shi)工關鍵裝備研究及產業(ye)化(hua)”項(xiang)目,獲(huo)(huo)得專(zhuan)(zhuan)項(xiang)經費(fei)1407萬元。積極(ji)開展專(zhuan)(zhuan)利(li)(li)申(shen)報,全年取(qu)得專(zhuan)(zhuan)利(li)(li)授權50項(xiang),其中發(fa)明(ming)專(zhuan)(zhuan)利(li)(li)13項(xiang),實用新型37項(xiang)。中鐵(tie)一局榮獲(huo)(huo)“2012年度中國施(shi)工企業(ye)技(ji)術創新先進單(dan)位”稱號。企業(ye)核心競爭力進一步提(ti)升(sheng)。

三、打造低碳一局,加強資源節約和環境保護

(一(yi))完(wan)善“三大體系(xi)”,推進節(jie)(jie)能(neng)減(jian)(jian)排(pai)工(gong)作(zuo)(zuo)。中鐵(tie)一(yi)局制(zhi)定了“十二五”節(jie)(jie)能(neng)減(jian)(jian)排(pai)規(gui)劃,明(ming)確了考核(he)量化指(zhi)(zhi)標和年度工(gong)作(zuo)(zuo)推進方案,節(jie)(jie)能(neng)減(jian)(jian)排(pai)“三大體系(xi)”建(jian)設(she)進一(yi)步完(wan)善;加強指(zhi)(zhi)導監督,強化責(ze)任落實,將(jiang)節(jie)(jie)能(neng)減(jian)(jian)排(pai)指(zhi)(zhi)標納(na)入各單位領導班子KPI考核(he)體系(xi),企業(ye)萬元營(ying)業(ye)收入綜合能(neng)耗(hao)同比降低(di)(di)3.91%,超(chao)額完(wan)成股份公(gong)司下(xia)達的3.5%的目標。加強宣傳(chuan)教育,舉辦節(jie)(jie)能(neng)減(jian)(jian)排(pai)專題培訓班、宣傳(chuan)周(zhou)等(deng)活動,全體員工(gong)綠色(se)施(shi)工(gong)、低(di)(di)碳經營(ying)意識(shi)進一(yi)步增強。開展“隧道施(shi)工(gong)通風(feng)系(xi)統軸(zhou)流風(feng)機變頻調速節(jie)(jie)能(neng)運行控制(zhi)技術(shu)”等(deng)節(jie)(jie)能(neng)技術(shu)研究,有效降低(di)(di)了能(neng)耗(hao),提高(gao)(gao)了能(neng)效水(shui)平。全面推行節(jie)(jie)能(neng)減(jian)(jian)排(pai)標準化工(gong)地(di)建(jian)設(she),“云桂鐵(tie)路石林隧道”、“杭長高(gao)(gao)速公(gong)路項(xiang)目”、“西寶客專項(xiang)目”等(deng)3個項(xiang)目獲得股份公(gong)司“節(jie)(jie)能(neng)減(jian)(jian)排(pai)標準化工(gong)地(di)”稱號。

(二)加強技(ji)(ji)(ji)術創(chuang)新(xin)(xin)(xin)(xin),推進(jin)低(di)碳項(xiang)目建設(she)。中鐵一局在做好節(jie)(jie)能(neng)減(jian)排(pai)管理(li)工(gong)(gong)作的(de)同時(shi),大(da)量采(cai)用新(xin)(xin)(xin)(xin)技(ji)(ji)(ji)術、新(xin)(xin)(xin)(xin)材料、新(xin)(xin)(xin)(xin)設(she)備(bei)、新(xin)(xin)(xin)(xin)工(gong)(gong)藝和(he)優化設(she)計(ji),加大(da)了依靠更(geng)新(xin)(xin)(xin)(xin)低(di)能(neng)耗高(gao)效(xiao)率設(she)備(bei),淘汰高(gao)能(neng)耗低(di)效(xiao)率舊(jiu)設(she)備(bei)措(cuo)施(shi)(shi)(shi)(shi)促進(jin)節(jie)(jie)能(neng)減(jian)排(pai)工(gong)(gong)作的(de)力度(du)。從生產(chan)(chan)原(yuan)材料采(cai)用、廢(fei)物(wu)排(pai)放(fang)、廢(fei)品(pin)(pin)處理(li)等(deng)(deng)最大(da)限度(du)地減(jian)少對環(huan)境的(de)影響,不斷提高(gao)產(chan)(chan)品(pin)(pin)技(ji)(ji)(ji)術含量,不斷推進(jin)綠色環(huan)保節(jie)(jie)能(neng)產(chan)(chan)品(pin)(pin)的(de)技(ji)(ji)(ji)術更(geng)新(xin)(xin)(xin)(xin)與(yu)創(chuang)新(xin)(xin)(xin)(xin),加快(kuai)技(ji)(ji)(ji)術創(chuang)新(xin)(xin)(xin)(xin)成果(guo)向技(ji)(ji)(ji)術標準(zhun)轉化,進(jin)一步提升(sheng)了產(chan)(chan)品(pin)(pin)質量。如(ru):隧道防水(shui)板超(chao)聲波焊接、鋼拱架(jia)機(ji)械(xie)化安裝、防水(shui)板機(ji)械(xie)化安裝、隧道變頻(pin)通(tong)風控制技(ji)(ji)(ji)術、隧道施(shi)(shi)(shi)(shi)工(gong)(gong)智能(neng)監控管理(li)技(ji)(ji)(ji)術等(deng)(deng)等(deng)(deng)。組(zu)織工(gong)(gong)程項(xiang)目部(bu)廣(guang)大(da)職工(gong)(gong)圍繞(rao)施(shi)(shi)(shi)(shi)工(gong)(gong)生產(chan)(chan)的(de)重難點節(jie)(jie)能(neng)減(jian)排(pai),通(tong)過挖掘施(shi)(shi)(shi)(shi)工(gong)(gong)生產(chan)(chan)潛(qian)力、改進(jin)施(shi)(shi)(shi)(shi)工(gong)(gong)組(zu)織和(he)作業方(fang)法促進(jin)增收(shou)節(jie)(jie)支,開展合理(li)化建議和(he)技(ji)(ji)(ji)術改進(jin)項(xiang)目438項(xiang),節(jie)(jie)約費用6122.95萬(wan)元。

四、堅持以人為本,切實維護員工合法權益

(二)實現全面覆(fu)蓋(gai),創新民(min)主(zhu)管(guan)(guan)理工(gong)作。中(zhong)鐵一局認真組(zu)織學習《企業民(min)主(zhu)管(guan)(guan)理規定(ding)》和(he)《陜西省企業民(min)主(zhu)管(guan)(guan)理條(tiao)例》,進(jin)一步(bu)提高各級領導干(gan)部(bu)和(he)廣大(da)(da)職(zhi)工(gong)的(de)(de)民(min)主(zhu)意識,規范(fan)召開(kai)(kai)(kai)(kai)(kai)職(zhi)工(gong)代(dai)表大(da)(da)會(hui)。深入推(tui)進(jin)《指(zhi)揮(hui)部(bu)職(zhi)工(gong)民(min)主(zhu)管(guan)(guan)理大(da)(da)會(hui)實施細則(ze)》的(de)(de)有(you)效落實,19個指(zhi)揮(hui)部(bu)相繼(ji)召開(kai)(kai)(kai)(kai)(kai)了首次指(zhi)揮(hui)部(bu)職(zhi)工(gong)民(min)主(zhu)管(guan)(guan)理大(da)(da)會(hui),對71名指(zhi)揮(hui)部(bu)副(fu)處職(zhi)以上領導人員進(jin)行了民(min)主(zhu)測評。已有(you)249個項目部(bu)召開(kai)(kai)(kai)(kai)(kai)了項目民(min)主(zhu)管(guan)(guan)理大(da)(da)會(hui)。提升職(zhi)工(gong)代(dai)表履職(zhi)能力,對1073名職(zhi)工(gong)代(dai)表進(jin)行了培訓。開(kai)(kai)(kai)(kai)(kai)展廠(chang)務(wu)公(gong)開(kai)(kai)(kai)(kai)(kai)檢查,先(xian)后對12個子(zi)(分)公(gong)司、5個指(zhi)揮(hui)部(bu)和(he)24個項目部(bu)進(jin)行了廠(chang)務(wu)公(gong)開(kai)(kai)(kai)(kai)(kai)檢查。中(zhong)鐵一局、中(zhong)鐵一局三、五、物貿公(gong)司被(bei)認定(ding)為陜西省廠(chang)務(wu)公(gong)開(kai)(kai)(kai)(kai)(kai)職(zhi)代(dai)會(hui)五星級單位,有(you)6篇信息被(bei)全國(guo)民(min)主(zhu)管(guan)(guan)理網刊載。實現了集團公(gong)司、子(zi)(分)公(gong)司、指(zhi)揮(hui)部(bu)(項目部(bu))三級民(min)主(zhu)管(guan)(guan)理全覆(fu)蓋(gai)。

(三(san))推進(jin)幫(bang)扶(fu)救(jiu)助(zhu),推進(jin)“三(san)不讓(rang)”承諾。一是加強動(dong)態管理。對原有幫(bang)困救(jiu)助(zhu)辦法進(jin)行了全面整合(he)和(he)完(wan)善(shan),將587名困難職(zhi)(zhi)工(gong)納入(ru)(ru)網絡管理,確(que)保(bao)(bao)能隨時掌握困難職(zhi)(zhi)工(gong)情(qing)況(kuang),定期得到(dao)救(jiu)助(zhu)。二是完(wan)善(shan)長(chang)效(xiao)機制(zhi)。起草下(xia)發(fa)(fa)了《職(zhi)(zhi)工(gong)大病醫療互助(zhu)保(bao)(bao)險(xian)基金(jin)(jin)會指導意見》和(he)《職(zhi)(zhi)工(gong)大病醫療費預借(預支(zhi))指導意見》,明確(que)要求各單位要因企制(zhi)宜(yi),制(zhi)定適(shi)合(he)本單位實(shi)(shi)際(ji)的(de)實(shi)(shi)施細則。三(san)是切實(shi)(shi)加大幫(bang)扶(fu)力度。“雙節”慰(wei)(wei)問(wen)15234人,發(fa)(fa)放慰(wei)(wei)問(wen)救(jiu)助(zhu)款469.5萬元。夏(xia)送清涼(liang)慰(wei)(wei)問(wen)職(zhi)(zhi)工(gong)(農民(min)工(gong))38200人次(ci),發(fa)(fa)放防暑降溫用品179萬元,為(wei)職(zhi)(zhi)工(gong)和(he)農民(min)工(gong)提供健康(kang)體(ti)檢18931人次(ci)。金(jin)(jin)秋助(zhu)學265人,發(fa)(fa)放助(zhu)學金(jin)(jin)42萬元。兩級領導班(ban)子幫(bang)扶(fu)困難企業61個(ge),幫(bang)扶(fu)困難職(zhi)(zhi)工(gong)682人,投入(ru)(ru)幫(bang)扶(fu)資金(jin)(jin)76.75萬元。四是強化工(gong)資集體(ti)協(xie)(xie)商的(de)保(bao)(bao)障作用。工(gong)資集體(ti)協(xie)(xie)商協(xie)(xie)議簽(qian)訂(ding)率(lv)達到(dao)100%。對22個(ge)單位、143個(ge)項目部《集體(ti)合(he)同》和(he)勞(lao)動(dong)法規執行情(qing)況(kuang)進(jin)行了監督檢查(cha)。

(四)推進(jin)五同(tong)管理(li),規范(fan)勞(lao)(lao)(lao)務(wu)(wu)(wu)(wu)用(yong)工(gong)(gong)(gong)管理(li)。中鐵(tie)一(yi)局(ju)全面落(luo)實農(nong)(nong)民(min)工(gong)(gong)(gong)“五同(tong)”管理(li),落(luo)實到農(nong)(nong)民(min)工(gong)(gong)(gong)的(de)(de)日常生產生活(huo),真正為農(nong)(nong)民(min)工(gong)(gong)(gong)服務(wu)(wu)(wu)(wu)好。落(luo)實《中鐵(tie)一(yi)局(ju)勞(lao)(lao)(lao)務(wu)(wu)(wu)(wu)派遣(qian)管理(li)暫行(xing)辦法(fa)》,建立了(le)勞(lao)(lao)(lao)務(wu)(wu)(wu)(wu)派遣(qian)企業年檢注冊(ce)制度,通(tong)過實際審查和綜合(he)評比,確定合(he)作(zuo)單位,進(jin)一(yi)步規范(fan)勞(lao)(lao)(lao)務(wu)(wu)(wu)(wu)用(yong)工(gong)(gong)(gong)管理(li)。按照相(xiang)關規定開展(zhan)了(le)優秀勞(lao)(lao)(lao)務(wu)(wu)(wu)(wu)工(gong)(gong)(gong)首次錄(lu)用(yong)工(gong)(gong)(gong)作(zuo),錄(lu)用(yong)了(le)23名優秀勞(lao)(lao)(lao)務(wu)(wu)(wu)(wu)工(gong)(gong)(gong)。開展(zhan)“農(nong)(nong)民(min)工(gong)(gong)(gong)技能(neng)培訓(xun)”活(huo)動(dong),組織開展(zhan)了(le)信(xin)號工(gong)(gong)(gong)、實驗工(gong)(gong)(gong)、測量(liang)工(gong)(gong)(gong)、起重工(gong)(gong)(gong)技能(neng)大賽(sai),讓(rang)農(nong)(nong)民(min)工(gong)(gong)(gong)真正學到一(yi)門手(shou)藝(yi),提高農(nong)(nong)民(min)工(gong)(gong)(gong)的(de)(de)就業能(neng)力。2012年,中鐵(tie)一(yi)局(ju)被授予“陜西(xi)省(sheng)(sheng)勞(lao)(lao)(lao)動(dong)關系和諧企業”稱號,在(zai)陜西(xi)省(sheng)(sheng)勞(lao)(lao)(lao)動(dong)關系和諧企業頒獎(jiang)會議上作(zuo)了(le)經驗介紹。

案例(li)1:中鐵(tie)一(yi)局先后在勞務工隊伍中開展了(le)勞務工管理的調研、慰問、工資發放檢查、勞動法(fa)規執行情況檢查等活動,較好地(di)維護了(le)勞務工的合(he)法(fa)權益。7月,在城軌公司寧(ning)波地(di)鐵(tie)項目(mu)部組織召開了(le)“農民工管理現(xian)場(chang)經驗(yan)交流(liu)(liu)會”,研討(tao)和交流(liu)(liu)了(le)經驗(yan),統一(yi)了(le)思想(xiang)認識,明確了(le)工作方向。

案(an)例2:中鐵一局寧波7標項目(mu)部(bu)組織全體(ti)員工(gong)為妻子不幸患上腫瘤疾(ji)病的勞(lao)務工(gong)李顯(xian)成捐(juan)款4000余元,表達了項目(mu)部(bu)員工(gong)的愛(ai)心。西寶軌枕項目(mu)開展了關愛(ai)農民工(gong)志(zhi)愿(yuan)服(fu)務活動,向農民工(gong)贈送紙和筆,鼓勵農民工(gong)不斷加強(qiang)學習,積極參(can)與項目(mu)文化建設。

五、豐富文化內涵,促進企業發展和諧有序

2012年,中鐵一局(ju)以科(ke)學發展觀為指導,加強基(ji)層黨組(zu)織建設(she),完善企業文化體系(xi),發揮(hui)各(ge)級組(zu)織優勢,全體員工緊(jin)密圍繞企業中心任務,強化執(zhi)行,精耕(geng)細作(zuo),為生產經營工作(zuo)穩(wen)步推進提供了重要保障。

(一)豐富(fu)文化(hua)(hua)(hua)內(nei)涵,提升文化(hua)(hua)(hua)管(guan)理水平。中鐵一局進(jin)一步完善企業(ye)(ye)文化(hua)(hua)(hua)建(jian)設(she)體系,編發“安全文化(hua)(hua)(hua)手冊(ce)”、“誠信(xin)文化(hua)(hua)(hua)手冊(ce)”,豐富(fu)了企業(ye)(ye)文化(hua)(hua)(hua)內(nei)涵,引(yin)導全體員工規范(fan)安全行為(wei)(wei),提高誠信(xin)意識;大力(li)弘揚“追求卓(zhuo)越是(shi)我們的人生品格”的企業(ye)(ye)核心價值觀,激勵廣大員工立足崗位,敢為(wei)(wei)人先,永爭一流,為(wei)(wei)企業(ye)(ye)發展貢獻力(li)量(liang);廣泛開(kai)展項目文化(hua)(hua)(hua)建(jian)設(she)達標(biao)考核活動,在建(jian)項目達標(biao)率(lv)為(wei)(wei)80%,抽查項目優(you)良率(lv)達到100%,促進(jin)先進(jin)文化(hua)(hua)(hua)融入項目管(guan)理全過程,在一線項目部落(luo)地生根。

(二)強化(hua)組織建設(she),發揮企業(ye)政治優勢(shi)。中鐵一局認真貫徹黨的“十八大(da)”精(jing)神,分析形勢(shi)任(ren)務(wu),查找問題(ti)不足,部署(shu)系統(tong)工(gong)(gong)(gong)作(zuo),為(wei)(wei)生(sheng)產(chan)經營(ying)提供(gong)了(le)思想保障。積(ji)極開展(zhan)“星(xing)級黨支(zhi)部”達(da)標命名工(gong)(gong)(gong)作(zuo),制(zhi)定了(le)項(xiang)目黨建工(gong)(gong)(gong)作(zuo)標準化(hua)管(guan)理實施意見(jian),有效(xiao)(xiao)加強了(le)基層(ceng)組織建設(she)。持(chi)續加大(da)模范人物宣傳力度,成功推(tui)(tui)選(xuan)竇(dou)鐵成當選(xuan)“十八大(da)”代表,企業(ye)社會知(zhi)名度不斷提升。以廉潔工(gong)(gong)(gong)程創建為(wei)(wei)載體,推(tui)(tui)進(jin)(jin)懲防體系建設(she),深化(hua)效(xiao)(xiao)能監察,為(wei)(wei)企業(ye)營(ying)造(zao)了(le)“風清氣正,人和(he)企盛”的良好環境。積(ji)極開展(zhan)“我為(wei)(wei)重點工(gong)(gong)(gong)程建設(she)做貢獻”等(deng)活動,充分發揮了(le)廣(guang)大(da)團員青年的生(sheng)力軍(jun)和(he)突(tu)擊隊(dui)作(zuo)用。西安南(nan)三(san)環商(shang)品房一期(qi)順(shun)利(li)交付(fu),后續建設(she)有序(xu)推(tui)(tui)進(jin)(jin),職工(gong)(gong)(gong)住房條件(jian)進(jin)(jin)一步改善(shan)。關心離退休職工(gong)(gong)(gong)生(sheng)活,積(ji)極維護勞(lao)務(wu)工(gong)(gong)(gong)合法權益,改善(shan)了(le)廣(guang)大(da)員工(gong)(gong)(gong)及勞(lao)務(wu)工(gong)(gong)(gong)生(sheng)產(chan)生(sheng)活條件(jian)。不斷加強信訪(fang)維穩(wen)、治安保衛、綜合治理、交通戰備等(deng)工(gong)(gong)(gong)作(zuo),有力地(di)推(tui)(tui)動了(le)企業(ye)持(chi)續健康發展(zhan)。

六、投身搶險救災,廣泛參與社會公益事業

(一(yi))災后(hou)援建加快,樹立企業(ye)(ye)良好形(xing)象。在曾經遭(zao)受(shou)地(di)(di)震(zhen)、泥石流等(deng)(deng)自然災害的(de)四川、甘(gan)肅、陜西、新疆等(deng)(deng)地(di)(di)區有支援重(zhong)建任務的(de)中鐵一(yi)局四公司,市(shi)政環保公司、天(tian)津公司等(deng)(deng)單位,以高度的(de)政治責任感,優質高效地(di)(di)干好援助項(xiang)目(mu)、重(zhong)建工(gong)程(cheng),樹立了企業(ye)(ye)良好形(xing)象。

2012年,南(nan)(nan)疆鐵(tie)路(lu)線上28016次貨物列(lie)車(che)機(ji)頭(tou)被泥石(shi)流(liu)侵襲(xi)。中鐵(tie)一局(ju)(ju)五公司雨田(tian)煤專(zhuan)項(xiang)目(mu)部(bu)(bu)、新運公司鋪(pu)架項(xiang)目(mu)部(bu)(bu)投入搶險救災(zai)。烏魯木齊鐵(tie)路(lu)局(ju)(ju)副局(ju)(ju)長宋志雄稱(cheng)贊中鐵(tie)一局(ju)(ju)發揚了抗(kang)震救災(zai)精神和國企的(de)社(she)會(hui)責任。3月,中鐵(tie)一局(ju)(ju)三(san)公司哈(ha)密南(nan)(nan)環(huan)線項(xiang)目(mu)部(bu)(bu)員工奮不顧身(shen),幫助哈(ha)密市北郊汽(qi)車(che)修(xiu)理(li)(li)廠撲滅意外大(da)(da)火(huo),使(shi)修(xiu)理(li)(li)廠轉危(wei)為(wei)安,避(bi)免(mian)了一場災(zai)難(nan)的(de)發生,收到修(xiu)理(li)(li)廠總(zong)經理(li)(li)高(gao)度贊揚。7月赤大(da)(da)白鐵(tie)路(lu)再次遭受歷(li)史罕見的(de)特大(da)(da)暴雨持續襲(xi)擊(ji),造成中鐵(tie)三(san)局(ju)(ju)工務(wu)委(wei)托管(guan)(guan)段(duan)的(de)線路(lu)設(she)備出現(xian)多處重大(da)(da)險情,中鐵(tie)一局(ju)(ju)全力(li)援助中鐵(tie)三(san)局(ju)(ju)管(guan)(guan)內抗(kang)洪搶險受到了兄(xiong)弟單位(wei)和業主(zhu)的(de)高(gao)度贊揚。

(二)開展兩聯(lian)一(yi)包,定(ding)點幫扶(fu)捐(juan)助(zhu)(zhu)助(zhu)(zhu)學。

2012年(nian),中鐵一局切(qie)實(shi)抓(zhua)好(hao)陜西省政府指派的對口扶(fu)(fu)貧地區陜西省漢陰(yin)縣脫貧幫(bang)(bang)扶(fu)(fu)工作,投入資金幫(bang)(bang)助城關鎮紅心村(cun)做好(hao)特(te)種養(yang)殖項目,帶動周邊村(cun)鎮走特(te)種養(yang)殖致(zhi)富道路(lu),幫(bang)(bang)助縣各鄉鎮學(xue)(xue)校改(gai)造危(wei)房(fang)、修繕校舍,改(gai)善辦學(xue)(xue)條件(jian)。經(jing)與鎮領導(dao)討論(lun)研(yan)究(jiu),確(que)定扶(fu)(fu)貧任務是把養(yang)殖業特(te)別是養(yang)雞(ji)(ji)業作為村(cun)上的主導(dao)產業加以扶(fu)(fu)持(chi)。中鐵一局出(chu)資4.8萬元,資助40余戶村(cun)民購買烏雞(ji)(ji)雞(ji)(ji)苗共1.2萬只,每只雞(ji)(ji)純利潤15元左右,按(an)最低可增收12萬元。

中(zhong)鐵一局(ju)遵畢項(xiang)(xiang)目(mu)部黨支部的(de)(de)號召員(yuan)工(gong)慷慨解囊,捐(juan)(juan)助當地失明(ming)兒(er)童小(xiao)代宇4440元的(de)(de)事跡,被項(xiang)(xiang)目(mu)駐(zhu)地貴(gui)州(zhou)(zhou)金沙縣西洛鄉(xiang)中(zhong)華村(cun)(cun)村(cun)(cun)民廣泛傳誦。惠(hui)興項(xiang)(xiang)目(mu)部主(zhu)辦的(de)(de)“扶貧幫(bang)困,關注留(liu)守兒(er)童”獻愛心(xin)(xin)活(huo)動(dong)(dong),走進(jin)駐(zhu)地附近的(de)(de)貞豐(feng)縣珉谷(gu)鎮大(da)碑村(cun)(cun)小(xiao)學(xue),向300多(duo)(duo)名(ming)留(liu)守的(de)(de)孩子送去(qu)了(le)價值(zhi)(zhi)22180元新校服,新書(shu)包,鉛筆,籃球等物品,送去(qu)了(le)祝福(fu)和愛心(xin)(xin)。小(xiao)學(xue)為項(xiang)(xiang)目(mu)部贈送了(le)一面“情系(xi)百(bai)姓,路通萬(wan)家”的(de)(de)錦旗。“玉蒙項(xiang)(xiang)目(mu)郭明(ming)義愛心(xin)(xin)團(tuan)(tuan)隊”組(zu)織了(le)一場為云南省(sheng)紅河(he)州(zhou)(zhou)李浩寨鄉(xiang)姜金鶯希望小(xiao)學(xue)114名(ming)小(xiao)學(xue)捐(juan)(juan)贈活(huo)動(dong)(dong),累計捐(juan)(juan)贈了(le)床(chuang)鋪、籃球、文具等價值(zhi)(zhi)4000多(duo)(duo)元愛心(xin)(xin)物資(zi),紅河(he)州(zhou)(zhou)電視臺對此次捐(juan)(juan)贈活(huo)動(dong)(dong)進(jin)行全程報道。兒(er)童節期間,“滬昆郭明(ming)義愛心(xin)(xin)團(tuan)(tuan)隊”為巴(ba)州(zhou)(zhou)小(xiao)學(xue)捐(juan)(juan)助愛心(xin)(xin)款1450元,并統(tong)一購買書(shu)包、圖書(shu)和糖果等物品,來(lai)到了(le)湖南省(sheng)懷化市巴(ba)州(zhou)(zhou)小(xiao)學(xue),看望了(le)40多(duo)(duo)名(ming)小(xiao)朋(peng)友。

(三)傳承雷鋒精神,開展志愿服務活動。

2012年,中(zhong)鐵(tie)(tie)一(yi)局共成立(li)郭(guo)明(ming)義(yi)(yi)愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui)79支,大力開展關(guan)(guan)愛(ai)(ai)留守兒童、空巢老(lao)(lao)(lao)人,美(mei)化(hua)環境、捐款捐物、排憂解難等志(zhi)愿(yuan)服務活(huo)(huo)(huo)動(dong)(dong)207次(ci)。策劃開展了(le)全國勞(lao)動(dong)(dong)模范、全國優秀共產黨(dang)員竇鐵(tie)(tie)成帶(dai)領“中(zhong)鐵(tie)(tie)一(yi)局郭(guo)明(ming)義(yi)(yi)愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui)”慰(wei)問新運(yun)公(gong)司西寶客專農(nong)民(min)工(gong)志(zhi)愿(yuan)服務活(huo)(huo)(huo)動(dong)(dong)。中(zhong)鐵(tie)(tie)一(yi)局三公(gong)司機關(guan)(guan)郭(guo)明(ming)義(yi)(yi)愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui),在寶雞地(di)區(qu)啟動(dong)(dong)“學雷鋒、學郭(guo)明(ming)義(yi)(yi)、進(jin)社區(qu)”志(zhi)愿(yuan)服務活(huo)(huo)(huo)動(dong)(dong),收到社區(qu)群眾歡迎;新運(yun)公(gong)司滬(hu)昆、玉蒙等項目部分(fen)(fen)別(bie)成立(li)了(le)5支“郭(guo)明(ming)義(yi)(yi)愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui)”,對本單位所(suo)在地(di)區(qu)的(de)(de)敬老(lao)(lao)(lao)院(yuan)(yuan)、孤(gu)兒院(yuan)(yuan)和(he)貧困小學等進(jin)行(xing)了(le)走訪慰(wei)問。二公(gong)司、北京分(fen)(fen)公(gong)司北京地(di)鐵(tie)(tie)項目郭(guo)明(ming)義(yi)(yi)愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui),開展了(le)以“美(mei)化(hua)環境 凈化(hua)心(xin)靈(ling)”為(wei)內容的(de)(de)北京地(di)鐵(tie)(tie)在行(xing)動(dong)(dong)主(zhu)題(ti)活(huo)(huo)(huo)動(dong)(dong),受到了(le)當(dang)地(di)群眾的(de)(de)稱(cheng)贊(zan)。晉中(zhong)南、甘青(qing)、云桂、京福、青(qing)榮(rong)項目部愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui)分(fen)(fen)別(bie)以走進(jin)敬老(lao)(lao)(lao)院(yuan)(yuan)打(da)掃衛生,送慰(wei)問品,義(yi)(yi)務打(da)掃項目部駐(zhu)地(di)及周邊村莊便道。蘭州技(ji)校、職(zhi)工(gong)大學愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui)深(shen)入社區(qu)關(guan)(guan)愛(ai)(ai)孤(gu)寡老(lao)(lao)(lao)人,為(wei)老(lao)(lao)(lao)人送去(qu)溫暖,走上街頭開展大掃除活(huo)(huo)(huo)動(dong)(dong)。西安中(zhong)心(xin)醫院(yuan)(yuan)郭(guo)明(ming)義(yi)(yi)愛(ai)(ai)心(xin)團(tuan)隊(dui)(dui)舉行(xing)了(le)義(yi)(yi)診(zhen)活(huo)(huo)(huo)動(dong)(dong),為(wei)過(guo)往的(de)(de)老(lao)(lao)(lao)百姓和(he)公(gong)司員工(gong)進(jin)行(xing)了(le)現場會診(zhen)和(he)醫療知識咨(zi)詢活(huo)(huo)(huo)動(dong)(dong),受到各方好評。

綜上所(suo)述(shu),2012年中鐵(tie)一(yi)局在發(fa)(fa)(fa)揮央企社會(hui)(hui)責(ze)任(ren)(ren)方面(mian)做出了(le)一(yi)些成績,但還需要(yao)進一(yi)步努力(li)。今后(hou)中鐵(tie)一(yi)局將堅持以人為(wei)本,科學發(fa)(fa)(fa)展(zhan),始終從戰(zhan)略的高度認識(shi)企業社會(hui)(hui)責(ze)任(ren)(ren),不斷健(jian)全企業社會(hui)(hui)責(ze)任(ren)(ren)工(gong)作機(ji)制,在追求(qiu)經濟效益的同時(shi),對(dui)利(li)益相關(guan)者和(he)環境負責(ze),積極主動履(lv)行企業社會(hui)(hui)責(ze)任(ren)(ren),實現企業發(fa)(fa)(fa)展(zhan)與社會(hui)(hui)、環境的協調統一(yi),實現企業可持續發(fa)(fa)(fa)展(zhan)與和(he)諧(xie)發(fa)(fa)(fa)展(zhan)。
